A delegation composed of 12 judges and judge-rapporteurs, Vice-President Dr. Alparslan ALTAN, Judges Prof.Dr.Erdal TERCAN and Prof.Dr.Zühtü ARSLAN, Deputy Secretary General Mr. Ahmet KIRTEPE and Judge-rapporteurs of the Constitutional Court, Dr.Evren ALTAY, Ms. Ayşegül ATALAY, Ms. Berrak YILMAZ, Dr.Musa SAĞLAM, Dr.Abdullah ÇELİK, Ms. Fatma BABAYİĞİT, Ms. Melek ACU and Mr.Ayhan KILIÇ, rendered a working visit to the Federal Constitutional Court of Germany between 11-13 June 2012.
Before the working session, a tour was made around the building of the Federal Constitutional Court in Karlsruhe. The delegation was received by President Prof.Dr.VOSSKUHLE, Vice-President Prof.Dr. KIRCHHOF and judges of the Federal Constitutional Court. During the working sessions on 12 and 13 June, exchange of experiences was realized with regard to constitutional Justice, relations between the constitutional courts and parliaments, admissibility and control criteria of constitutional complaints and also with regard to relations between constitutional courts and the European Court of Human Rights.
During the working session, judges of the Turkish and German constitutional courts presented reports and discussions were carried out on constitutional justice and constitutional complaint systems. In this context, Vice-President Dr. Alparslan ALTAN presented a report on Criteria of Admissibility of Individual Applications, Judge Prof. Dr. Erdal TERCAN presented a report on Rules of Review of Individual Applications, Judge Prof. Dr. Zühtü ARSLAN presented a report on Relations between the Constitutional Court and the Parliament in Turkey and finally Judge-rapporteur Dr. Musa SAĞLAM presented a report on Relations between the Turkish Constitutional Court and the European Court of Human Rights. The delegation returned to Turkey on 13 June 2012.
