Visit by the Delegation of the Constitutional Court of the Republic of Turkey to Hungary

President of the Turkish Constitutional Court Mr. Zühtü Arslan and the accompanying delegation paid a visit to Hungary within the scope of the Joint Project on Supporting the Individual Application to the Constitutional Court.

President Mr. Zühtü Arslan was accompanied by Vice-President Mr. Burhan Üstün, Justices Mr. Serdar Özgüldür, Mr. Recep Kömürcü, Mr. Hicabi Dursun, Mr. Celal Mümtaz Akıncı, Mr. Muammer Topal, Mr. Hasan Tahsin Gökcan, Mr. Rıdvan Güleç, Mr. Recai Akyel and Mr. Yusuf Şevki Hakyemez and other Court officials.

President Mr. Arslan and the accompanying delegation paid a visit to the Constitutional Court of Hungary in Budapest. First, President of the Turkish Constitutional Court Mr. Zühtü Arslan and President of the Constitutional Court of Hungary Mr. Tamak Sulyok met in private. Afterwards, a meeting was held between the delegates, with the participation of the Presidents and Justices of the Constitutional Courts of both countries.

During the meeting where the representatives of both countries expressed their gratitude for the continuation also between the Courts of the amicable relationship that was already present between Turkey and Hungary, the organizational structures, working procedures, acceptability criteria of individual applications, workloads and fundamental judgments of the Constitutional Courts of two countries were discussed.

President Mr. Arslan, stating their wish that the visit would contribute to the continuation of good relations between Turkey and Hungary, pointed out that they also wished the further development of the relations between two Courts. Mr. Arslan also invited the President and Justices of the Constitutional Court of Hungary to Turkey.

President of the Constitutional Court of Hungary Mr. Sulyok also expressed his gratitude for the continuation of the amicable relationship also between the Courts of two countries and stated that they had the chance to exchange professional ideas through such meetings.

President Mr. Sulyok, pointing out that they had been applying the system of individual application to the Constitutional Court of Hungary since 2017, stated that they annually received approximately 2,000 applications and that they could not take any action regarding two-thirds of them due to their failure to fulfil the necessary procedural conditions. After Mr. Sulyok had expressed that since 2012 they had received approximately 6,000 applications, including the cases of constitutionality review, Mr. Arslan pointed out that the number of cases lodged merely in the field of individual application since 2012 had exceeded 200,000 in Turkey.

On the second day of the visit, a meeting was held in the Constitutional Court of Hungary, on the theme of “Execution of the Constitutional Court’s judgments and the relations with other institutions”.

After the meetings, President Mr. Arslan and the accompanying delegation visited the Galicia Martyrs' Memorial and the Gul Baba’s Tomb.
